Apart from strengthening the Toxic Chemical Accident Prevention and Response Management Information System's information security and system functions, we have implemented 115 Microsoft upgrades, 10 system function service and confirmation tasks, 15 personnel user rights changes, 12 information security inspection and system maintenance tasks, 10 response personnel data updates, and 41 service accident assistance result and system satisfaction survey tasks; the environmental protection personnel utilization rate was over 90%, and system use satisfaction was above 91.0%. System improvements have included the development of preliminary control district recommendations, incorporation of the results of potentially risky area diffusion simulations, and provision of real-time, predictive, and user-defined functions. We have further completed the design and layout of learning passports and toxic chemical accident response vehicle management subsystem website pages, and establishment of a toxic chemical accident response vehicle management system and mobile device app development and testing; the system provides vehicle information input, upload, data query, and QR code output functions. We have also completed the development of cell phone apps able to relay back travel route information and on-site photographs. With regard to the establishment of information systems at high risk locations, strengthening of response experience transmission, and accident analysis, we have developed a "High-risk Site Mobile Information Transmission System," and completed mobile device hand-over status tracking; equipment availability was 100%. We have further completed development of high-risk area statistical analysis functions reflecting toxic chemical substance types, inventories, and locations; and we have strengthened the transmission of response experience: building on the response experience module data established in 2014, we have now developed 55 accident response experience modules and the system database now contains 233 datasets. In order to promote the country's toxic chemical substance joint prevention organization, we have completed design and development of functions for Ministry of National Defense, inter-regional joint prevention organization operator, and management online application, change, and review systems, including application process planning, change, citation, browsing, and deletion functions. With regard to establishment of a new version of the national toxic chemical accident joint prevention system, we have completed a new joint prevention organization front page, assets dispatching function, joint prevention matchmaking platform functions, and joint prevention organization framework functions. We are also continuing to maintain the sign-up system established in 2014, including data and applications submitted by companies. We have further developed Bureau of Environmental Protection review and browsing functions. As for enhancing system application experience, we have continued to maintain training platform functions, and have produced 15 operating manuals addressing different types of accident scenarios. The overall training platform usage rate is currently 100%. We have conducted sand table simulations and system linkage tasks in 12 cities and counties (New Taipei, Hsinchu, Taichung, Changhua, Keelung, Hsinchu County, Miaoli County, Hualien County, Chiayi County, Pingtung County, Tainan City, and Taoyuan County), and 342 persons participated in these activities. We held five explanatory meetings on the toxic chemical accident prevention management information system attended by 88 persons, further determined four quantitative system performance indicators for use in effectiveness assessment, and completed collection of quantitative data concerning the toxic chemical accident system's four indicators of prevention, readiness, response, and recovery.
